FBI hands Blount County Sheriff’s Office civil-rights investigation results to prosecutors

Results of an FBI probe involving a Blount County Sheriff’s Office lieutenant under scrutiny for a March 25 video-recorded arrest of a former Sevierville Police Department detective were handed over to federal prosecutors Friday.

“We have concluded our civil-rights investigation into the Blount County Sheriff’s Office matter involving the traffic stop caught on video” said Richard Lambert, special agent in charge of the FBI’s Knoxville office.

Agents on Friday, he said, turned the results over to prosecutors with the U.S. Attorney’s Office, where prosecutors will decide whether to prosecute. He would not release the FBI’s results.

The in-cruiser video, made public at the request of the News Sentinel, prompted the FBI to open the investigation on July 19. It shows Sheriff’s Office Lt. Doug Moore punching and kicking Timothy Coulter, a then-Sevierville police detective, while under arrest and Blount County Sheriff Jim Berrong assisting in the restraint.
